Project summary

We will commission a review of the regional CSC diagnostic arrangements, to be
conducted by Selina Rattu (SESLIP Consultant). The context is set in the Statement of Requirements and requires us to consider:

The six core Principles of the National Framework
Identify strengths and effective practice across the Framework’s four Outcomes and three Enablers, and
Place specific emphasis on:
FFPP delivery – understanding strengths and barriers
RCC rollout – identifying effective practice
Regional Fostering Hubs – identifying effective practice
LGR – assessing support needs, leadership capacity, migration issues, and
workforce stability

The project will:

Engage with other Regions across the country to understand how they are
approaching regional diagnostics and to identify any transferrable learning. The phase 1 review is now complete and available here.
Work with the DCS’s across all 19 (soon to be 20) South East LA’s to:
- Share insights and models from other Regions
- Gather feedback on the current SESLIP Self-Assessment and Peer Challenge model
- Explore how the process may evolve to meet the RIIA Requirements and better support regional priorities
Consider where SESLIP diagnostic activity under the headings “FFPP delivery”, “RCC roll-out”, “Regional Fostering Hubs”, and “LGR” should be located to best effect
Consider how and when to support the LGR transition for Surrey, East Surrey and West Surrey).

Now that the Phase 1 report is published, Selina Rattu is working on Phase 2, which involves talking to each DCS in turn to gather feedback and to shape the programme for 2026-2027. If you have not yet responded to Selina’s invitation, her contact details are below:
