There is increasing interest nationally and regionally in the cluster model for funding pupils with SEND in mainstream schools. The model involves local groups of mainstream schools working together with officers and support services to meet children’s needs in a more dynamic and financially sustainable way. Clusters receive a devolved budget and determine priorities for funding and support.

The project will offer support to new LAs in the region that are considering this approach as well as a forum for exchanging practice of the model (drawing on the experience of LAs that have already moved in this direction)
